2003 Technical Assistance Seminars

The California Debt and Investment Advisory Commission (CDIAC) provides information, education and technical assistance on public debt and investments to local public agencies and other public finance professionals. CDIAC's continuing education seminars are offered throughout the year.

CDIAC at the CASBO Annual Conference
April 22, 2003, San Diego, CA

CDIAC will conduct pre-conference activities at the CASBO Annual Conference providing attendees with basic education on the school debt financing process and on-going administration of bond issuance.


Land-Based Financing
May 1, 2003, Sacramento, CA

This debt financing workshop focuses on land-based transactions in debt issuance. A panel of experts will discuss the basics of Mello-Roos and special assessment financing methods.


Advanced Topics in Debt Issuance Workshop Understanding Variable Rate Financing, Refunding and Swaps
June 2003, Southern CA

This is an intermediate program providing education on financing structures utilized to provide issuers with the greatest return on their issuance. This two-day program will cover variable rate structures and refunding issues, which will provide a foundation for analyzing interest rate swaps as an alternative tool for restructuring a debt financing.


CDIAC at the CACTTAC Conference
June 19, 2003, Monterey, CA

This is a panel session providing information on important secondary disclosure issues relevant to California municipal professionals. An hour and one half program will describe some of the issues surrounding continuing disclosure and the threats of loss tax-exempt status to issuers in non-compliance of IRS rebate requirements.


Investing Public Funds: Fundamentals of Managing Your Portfolio
November 6-7, 2003, San Rafael, California

This is CDIAC's beginning investments course. This one and one-half day seminar is designed to provide local public officials and their staff involved in the investment of public funds with the opportunity to obtain information about investment concepts and instruments, cash flow analysis, investing operating funds and bond proceeds in California, fiduciary and investment oversight responsibilities, and general portfolio management.


CDIAC at the Annual California School Board Association (CSBA) Conference Risk and Rewards of School Mello-Roos Financing
December 11, 2003, San Diego, CA

The 1.5 hour session addressed negotiation of mitigation agreements; collection of surplus special tax; priority of funding of school facilities; requirements to be a lead agency; total tax burden; value to lien requirements; credit enhancement requirements; rebate calculation issues; and creative methods of school site acquisition.

General Information

Seminar locations alternate between Northern and Southern California and are geographically dispersed to target markets where education on public debt issuance and investments are appropriate. The programs are geared towards public agency officials and their staffs responsible for or involved in the issuance of municipal bonds, the administration of bonded debt or the investment of public funds. Representatives of cities, counties, special districts, school and community college districts, redevelopment agencies, and elected officials are especially encouraged to attend. Registration is limited to public officials. No walk-in registrations are accepted.
