CDIAC provides information, education and technical assistance on public debt and investments to local public agencies and other public finance professionals. CDIAC's continuing education seminars are offered throughout the year.

CDIAC provides a daylong debt issuance seminar in Northern and Southern California. The program is tailored to new school business officials or staff members involved or interested in understanding the mechanics of school debt financing.

CDIAC at the California Society of Municipal Finance Officers Annual Conference
February 21-24, 2006, Palm Springs, CA

CDIAC will provide sessions on debt and investment topics at the CSMFO Annual Conference.

CDIAC participates in an afternoon workshop session entitled "Everything You Wanted To Know About Debt" - An Overview of 2005 Local Bond Issuance in California, with Jane W. Thompson, Executive Director of the California Debt and Investment Advisory Commission.

Mechanics of a Bond Sale
March 16-17, 2006, Foster City, CA

This is CDIAC's intermediate debt issuance course. This one and one-half day program covers the methods of structuring a debt financing, selecting a financing team, preparing legal documents, working with rating agencies, marketing and pricing a debt issue, understanding federal arbitrage rules and regulations, and investing bond proceeds.

Current Practices in Assessing and Using Developer Fees

This one-day workshop is designed to provide information on the legal and administrative aspects of establishing and managing an impact fee program. In addition, the workshop will address methods used by cities and counties to apply revenues generated from fees to capital improvement projects. Finally, the workshop will highlight current or improved practices, including techniques to finance fees or allocate credits and direct payment to reimburse developers.

Living with an Issue: On-Going Debt Administration Seminar
May 19, 2006, City Hall, San Jose, CA

This one-day debt management seminar is the third course in a series of CDIAC's debt administration seminars and is designed to provide issuers with the information and the steps necessary to develop a systematic on-going debt management system. The main illustration is the administration of fixed general obligation bonds. However, the course will highlight important considerations for bonded districts, variable rate, and swap administration. In addition, other important matters related to post bond issuance are covered, such as arbitrage rebate, refundings, and continuing disclosure. The program is intended to provide issuers with the concepts and tools necessary to take ownership of their debt through the life of a bond by "Living with an Issue."

Dynamics of Marketing and Pricing Bonds Workshop
June 9, 2006, San Francisco, CA

This is a one-day workshop designed to provide issuers with an understanding of how bonds are marketed and priced. A panel of speakers will take participants through the negotiated and competitive bond sale process and the market factors that go into pricing bonds in order to give participants a better understanding of the logic that goes into the pricing process. As an added bonus, participants will have an opportunity to view the pricing desk of an underwriting firm.

Cash Flow Forecasting Workshop
September 13, 2006, San Mateo, CA

This one-day intermediate workshop is designed to help investment officers design useful cash flow models to assist them in determining appropriate portfolio structure for their agency's investments. An in-depth discussion and hands-on curriculum are used to assist attendees in further developing their cash flow forecasting skills and managing their investment portfolios based on this analysis.

CDIAC Pre-Conference at the Bond Buyer's 16th Annual California Public Finance Conference
September 25, 2006, San Francisco, CA

The Pre-conference Program will focus on the disclosure of other post employment benefits (OPEBs), highlighting the requirements of Governmental Accounting Standards Board Statement No. 45, the issues and problems surrounding its implementation, and its impact on state and local governments. This will be the fifth consecutive year that CDIAC has hosted the Pre-conference Program.

Fundamentals of Debt Financing
October 12-13, 2006, San Diego, CA

This one and one-half day seminar is designed to provide participants with fundamental terms, concepts and processes relating to debt issuance. Topics covered in this course include: roles and responsibilities of the issuer as well as other members of the financing team; types of long-term financing; an overview of initial and continuing disclosure; how credit ratings and investor needs can be incorporated into an issuer's bond structure; and the fundamentals of a bond sale.

Advanced Concepts and Practices for Investing Public Funds
November 16-17, 2006, Long Beach, CA

This one and one-half day seminar is designed to provide public officials and their staff involved in the investment of public funds with the opportunity to obtain information about investment economics, investment products, forecasting and cash flow analysis, investment objectives, and performance measurements.

General Information

Seminar locations alternate between Northern and Southern California and are geographically dispersed to target markets where education on public debt issuance and investments are appropriate. The programs are geared towards public agency officials and their staffs responsible for or involved in the issuance of municipal bonds, the administration of bonded debt or the investment of public funds. Representatives of cities, counties, special districts, school and community college districts, redevelopment agencies, and elected officials are especially encouraged to attend. Registration is limited to public officials. No walk-in registrations are accepted. The cost for each program varies depending upon which program is being held.
