CDIAC provides a daylong debt issuance seminar in Northern and Southern California. The program is tailored to new school business officials or staff members involved or interested in understanding the mechanics of school debt financing.

Mechanics of a Bond Sale
March 22-23, 2007, Hilton San Diego Mission Valley, San Diego, CA

This one and one-half day debt management seminar is the second course in a series of CDIAC debt issuance seminars. This seminar covers topics such as the methods of structuring a debt financing, selecting a financing team, preparing legal documents, working with rating agencies, marketing and pricing a debt issue, understanding federal arbitrage rules and regulations, and investing bond proceeds.

Participants will generally earn 9.75 hours of continuing education credit for attending this seminar.

Living with an Issue: On-Going Debt Administration Seminar
April 19-20, 2007, Renaissance Long Beach Hotel, Long Beach, CA

This one and one-half day debt management seminar is the third course in a series of three CDIAC debt administration seminars and is designed to provide issuers with the information and the steps necessary to develop a systematic on-going debt management system. The main example is the administration of fixed-rate general obligation bonds. However, the course will highlight important considerations for land-secured financing and include information on variable-rate financing and swaps and the on-going administration related to these instruments. In addition, other important matters related to post bond issuance are covered, such as arbitrage rebate, refundings, and continuing disclosure.

Participants will generally earn 10.0 hours of continuing education credit for attending this seminar.

CDIAC Pre-Conference at The Bond Buyer's 17th Annual California Public Finance Conference
September 10, 2007, Carlsbad, CA

This will be the sixth consecutive year that CDIAC has hosted the pre-conference. This program will highlight continuing disclosure practices and the role of technology in providing good disclosure.

Fundamentals of Debt Financing
September 20-21, 2007, Concord, CA

The first in a series of three debt issuance courses, this one and one-half day seminar is designed to provide participants with fundamental terms, concepts and processes relating to debt issuance. Topics covered in this course include: roles and responsibilities of the issuer as well as other members of the financing team, types of long-term financing, an overview of initial and continuing disclosure, how credit ratings and investor needs can be incorporated into an issuer's bond structure, and the fundamentals of a bond sale.

Participants will generally earn 10.15 hours of continuing education credit for attending this seminar.

California Special Districts Association 38th Annual Conference
October 1-4, 2007, Monterey, CA

Investing Public Funds: Fundamentals of Managing Your Portfolio
October 18-19, 2007, Burlingame, CA

This is CDIAC's basic public fund investment course. This one and one-half day seminar is designed to provide local public officials and their staff involved in the investment of public funds with the opportunity to obtain information about investment concepts and instruments, cash flow analysis, investing operating funds and bond proceeds, fiduciary and investment oversight responsibilities, and general portfolio management.

Participants will generally earn 9.45 hours of continuing education credit for attending this seminar.

Understanding Municipal Securities Regulations
November 15, 2007, San Mateo, CA

This one-day seminar focuses on the requirements for and the process of disclosing municipal securities information to the market. The program provides information on the federal securities laws and an in-depth discussion of topical disclosure issues including recent SEC Rulings, the status of the central post office system, and updates on OPEB disclosure. In addition, a hands-on case study is included to emphasize the concepts and practices discussed through out the seminar. Participants will gain a better understanding of the disclosure process and considerations that confront local government officials and other municipal securities professionals.

Participants will generally earn 6 hours of continuing education credit for attending this seminar.
