California Kids Investment and Development Savings Program

The California Kids Investment and Development Savings Program (CalKIDS) was enacted in the 2019-2020 State Budget (Education Code Chapter 4 added by Stats. 2019, Ch. 53, Sec. 16) to expand access to higher education through savings.

CalKIDS, administered by the ScholarShare Investment Board, an agency of the State of California and chaired by the State Treasurer, will provide children born in California with college savings accounts, including seed deposits and other potential incentives.

The statute allocates twenty-five million dollars ($25,000,000) in one-time General Fund dollars to fund (1) seed deposits (and potential incentives) in CalKIDS accounts for eligible children and (2) costs to administer the program. Each CalKIDS account will be seeded with a minimum of $25.
