The California Debt Limit Allocation Committee (CDLAC) reallocates Qualified Energy Conservation Bonds (QECB) to qualified state, tribal, and local government issuers to borrow money at attractive rates for energy conservation projects. The bonds are used for an array of “green” expenditures including grants for research in emerging energy techniques, rail and bus facilities, public education programs and more.
The California Alternative Energy and Advanced Transportation Financing Authority (CAEATFA) can serve as a qualified applicant to CDLAC and is an issuer and facilitator of QECB bonds.
