  • Q. How does a lender become enrolled in the SSBCI-eligible programs?
  • A.Lender enrollment is easy and can be done well before SSBCI funds are deployed to the states from the U.S. Treasury. Lenders interested in participating in CalCAP should send an email to SSBCI@treasurer.ca.gov. Lenders interested in participating in IBank’s Small Business Loan Guarantee Program should send an email to SSBCI@ibank.ca.gov.

  • Q. What are the different components of the $10 billion SSBCI program?
  • A. On April 9, 2021, the United States Treasury released a by-state allocation of the first $6.2 billion of the $10 billion appropriated, and California is estimated to receive more than $1.1 billion in three tranches as the funds are utilized.

    • Funding and guidelines for Technical Assistance has not yet been released (a separate application on how the issuing party will provide legal, accounting and financial advisory services to Very Small and SEDI businesses will be required by March 31, 2022)

  • Q. Have SSBCI funds been disbursed?
  • A. SSBCI funds have not been disbursed. States must submit an application for approval. Once approved, U.S. Treasury will disperse funds.

  • Q. How can SSBCI funds be used?
  • A. SSBCI funds will be used to support small business financing programs and the provision of technical assistance to small businesses applying for SSBCI and other government programs.
    • During the previous round of SSBCI (SSBCI 1.0), Eligible Governments used SSBCI funds to support the following types of small business financing programs:
      • Capital Access
      • Collateral Support
      • Loan Guarantee
      • Loan Participation
      • Venture Capital
