This seminar is designed to provide government officers with the knowledge needed to manage their responsibilities for continuing disclosure, compliance with federal arbitrage rules, and the investment of bond proceeds. Complying with both national and state-level reporting will be discussed. This seminar differs from CDIAC’s bond accountability and transparency program as this curriculum focuses on the larger practices of living with an issue over the life of the bond.

Public Funds Investing Workshop: Using MS Excel

This one-day workshop is offered on two consecutive days. Register for one of the two options offered. Class size is limited to 20 participants per day. Bring your own laptop or tablet with MS Excel.

This one-day workshop uses Microsoft Excel to further participants’ understanding of key investment concepts. Participants will engage in interactive learning using their own laptops or tablets and spreadsheets to familiarize themselves with the relationship between yield, duration and convexity. The workshop will conclude with an exercise on benchmarking. PARTICIPANTS WILL LEAVE THIS WORKSHOP WITH TOOLS - EXCEL SPREADSHEETS - TO UTILIZE.

Developing and Administering Internal Controls for Bond Accountability

This one-day seminar focuses on a framework for developing and administering an internal control system to account for and report on the expenditure of bond proceeds. The seminar focuses on the principles of a control system to provide for the prudent management and disbursement of public funds and applies these to bond administration. The program will incorporate tools developed by the Task Force on Bond Accountability convened by the California State Treasurer John Chiang.

Creating SB 1029-Compliant Local Debt Policies
March 16, 2017

Chapter 307, Statutes of 2016 (Senate Bill 1029, Hertzberg), signed by Governor Brown on September 12, 2016, amends Government Code section 8855 to place additional reporting obligations on issuers of public debt in California. Effective January 1, 2017, issuers must certify that they have adopted local debt policies concerning the use of debt and that the proposed debt issuance is consistent with those policies. This CDIAC webinar, in coordination with the California Special Districts Association and School Services of California, intends to support the efforts of local issuers to comply with SB 1029.

On Day One panelists will address the components of portfolio management, including roles and responsibilities of practitioners, understanding permitted investments, establishing policy objectives, and managing cash flow. On Day Two panelists will address structuring and diversifying an investment portfolio, benchmarking, and best practices in portfolio accounting, disclosure and reporting.
