CalCAP/CARB Heavy-Duty Vehicle Air Quality Loan Program

Welcome to the California Capital Access Program (CalCAP) California Air Resources Board’s (CARB) Heavy-Duty Vehicle Air Quality Loan Program Tools for Truck Loan Borrowers Small Fleet Owners and Owner/Operators page.

CalCAP supports loans made to small businesses to assist them in growing or maintaining their businesses. Loans in the CalCAP/CARB program provide financial assistance to truckers affected by the Truck and Bus Regulation.

Who Qualifies?

Any truck owner-operator or small fleet owner with:

  • 10 or fewer trucks in the fleet at the time of loan signing
  • 100 or fewer employees, not including subcontractors
  • $10 million or less in annual revenues, averaged over the last three years
  • A majority of their business is conducted in California (vehicle must be registered in California with the Department of Motor Vehicles)

What Qualifies?

The purchase cost of:

  • Heavy-duty trucks (over 14,000 lbs. GVWR) equipped with 2010 or newer1 model year engines certified to engine emission standards;
  • 100 or fewer employees, not including subcontractors
  • The engines can use diesel fuel, compressed natural gas (CNG), liquefied natural gas (LNG) or other fuels, including zero emission technology;
  • Trailers when purchased with tractor; and
  • Equipment Warranty, when funded with the purchase of an eligible tractor

How to Apply?

Qualifying borrowers may apply by contacting a CalCAP/CARB Participating Financial Institution Lender.
