The following proposed rulemaking documents and information are being made available to the public pursuant to Government Code §11340.85. To obtain a copy of any of the documents on this page, please contact the person identified in the respective “Notice of Proposed Rulemaking” or “Notice of Modified Text”, or submit a request via email to CSFA@treasurer.ca.gov.

Public comments must be submitted no later than the last day of the comment period as shown below. Written comments may be submitted by mail, email, fax, or in-person. For more information, please see the instructions in the respective “Notice of Proposed Rulemaking” or “Notice of Modified Text”. Article 1.5 Charter School Facility Grant Program
The Authority has drafted proposed regulations for the purpose of administering the Charter School Facility Grant (SB 740) Program.
5 Working Day Notice Period (January 5, 2023 – January 11, 2023)
Next Steps
CSFA will be submitting these proposed emergency regulations to the Office of Administrative Law following the 5 working day notice. Public comment can be submitted to the Office of Administrative Law during its first 5 working days of its review. CSFA will also receive a copy of the comment as well.
Article 1.6. Charter School Revolving Loan Fund Program
45-Day Public Comment Period (September 17, 2021 – November 1, 2021)
The 45-day written public comment period opened September 17, 2021 and closed November 1, 2021. No public meeting was scheduled nor was a hearing requested by any member of the public.
Next Steps
CSFA will be reviewing all public comments received and will be preparing a Final Statement of Reasons. Please watch this space for update. Interested parties who have signed up with the Authority ListServ will also be notified when the Final Statement of Reasons is filed.
Article 3 Charter School Facilities Credit Enhancement Grant Program
The Authority has drafted proposed emergency regulations for the purpose of implementing the Charter School Facilities Credit Enhancement Grant Program.
