Subsidy Layering Review Instructions

CTCAC will only complete subsidy layering review for projects with a reservation of low-income housing tax credits (LIHTCs). For all other projects, please contact your regional HUD office.

Subsidy Layering Review (SLR) – Section 2835

The purpose of this subsidy layering review (SLR) process is to streamline the SLR review and complete it in a more timely manner for project applicants. The SLR documents below are intended for projects required to undergo a SLR under Section 2835. This includes projects with Section 8 project-based voucher assistance (PBV), including HUD’s Veterans Affairs Supportive Housing (VASH) program project-based vouchers and HUD’s Rental Assistance Demonstration (RAD) program project-based vouchers.

The Public Housing Authority (PHA) must submit their SLR documentation after the project receives a reservation of tax credits, via email to SubsidyLayering@treasurer.ca.gov. If SLR documents will be submitted through an online storage (Drop Box, Google Docs), CTCAC staff must be able to access the files without having to accept the provider’s terms and conditions and without having to create an account or password.

The submittal must include all supplemental SLR documentation listed below. If your submission documentation does not fulfill the requirements of any sub-section in the checklist for 2835 SLR’s and/or the necessary information for any of the above required documents is missing, this could result in a delay in processing for your review.

The purpose of this subsidy layering review (SLR) process is to streamline the SLR review and complete it in a more timely manner for project applicants. The SLR documents below are intended for projects required to undergo a SLR under Section 911. This includes HUD Section 8 project-based rental assistance (PBRA), Rental Assistance Demonstration (RAD) program PBRA, HUD/FHA mortgage insurance, and HUD Section 202 & 811 programs.
