The strategic plan is the formal framework which the board will follow in guiding the Program through its next phase of development and growth. Regular Rulemaking (posted October 9, 2026)
On October 9, 2026, the Office of Administrative Law published a notice of proposed action in the California Regulatory Notice Register regarding amendments to the CalSavers regulations. The rulemaking will make amendments to Sections 10000, 10001, 10002, 10003, 10004, 10005, 10006, and 10008 of Chapter 10, Title 15 of the California Code of Regulations, as well as adopt Section 10010. The amendments clarify the Board's regulations by making the rules more consistent and easier to understand, implement requirements for employers, employees, and individuals, clarify the Board's penalty enforcement and refund process, ensure participants' account settings and other elections remain stable throughout their careers, and introduce a process for employers to exempt themselves from the Program.

The public comment period has begun and will conclude on November 23, 2026. In order for comments to be included in the public record, they must be submitted to the CalSavers Retirement Savings Board within the comment period. It is requested that email transmission of documents, particularly those with attachments, contain "regulation" in the subject line; to facilitate timely identification and review of the comment.

Diverse, Ethnic, and Community Media Reporting
State agencies that expend funds on marketing, advertising, or outreach were required to develop a plan for increasing expenditures directed to ethnic and community media outlets serving priority populations, and are required to complete an annual report detailing progress in implementing that plan for the prior fiscal year. CalSavers marketing plan is included below:
