A primary goal of the Statewide LPP is the expansion of affordable credit to small business borrowers, particularly those which are VSB (very small business, defined as nine or fewer employees, including owners) and/or SEDI (socially and economically disadvantaged individual, as defined by SSBCI guidelines). By lowering credit barriers and including a buy-down rate to reduce borrowing costs, the program will help businesses start, stabilize, and scale.
