Participants will explore key elements of debt financing, the mechanics of bond sales, and crucial responsibilities for post-issuance compliance. Through lectures, case studies, and hands-on exercises, the seminar aims to equip government officers with the knowledge needed to navigate the complexities of municipal debt effectively.
Fundamentals of Public Funds Investing | Last held on: February 28 – 29, 2024
This seminar provides the fundamental concepts, tools, and strategies necessary to manage and oversee public investment portfolios. Participants will learn about foundational concepts including the roles and responsibilities of practitioners, establishing policy objectives, and managing cash flow. In addition, panelists will address key topics such as structuring and diversifying and investment portfolio, benchmarking, and reporting.
Municipal Market Disclosure | Last held on: April 8 – 9, 2025
Disclosure is key to ensuring transparency in the municipal securities market. Investors must be informed of the risks related to an agency’s revenues and financial condition, but disclosure obligations are always expanding to address evolving risks. This seminar seeks to assist public agency officials and other market professionals in improving their understating of the policy and regulatory environment surrounding municipal disclosure and how that environment may change in the future
Land-secured Financing: Fundamentals and Evolving Practices | Last held on: September 10–11, 2025
This seminar delivers comprehensive education on the land-secured financing process, from district preformation to ongoing administration. Participants are provided with an overview of the strategic planning and application mechanics of Mello-Roos Community Facilities Districts, Assessment Districts, and the potential integration of tax-increment financing. Speakers also discuss how evolving economic and housing market conditions may impact bond and real estate trends, and how public agencies may adapt current financing strategies in light of these changes.
Annual Municipal Disclosure Training | Last held on: October 14, 2025
Understanding disclosure responsibilities and the risks of disclosure failures is critical for agency officials that are directly involved in debt issuance, but also for those that contribute to disclosure intermittently or are in a position to “speak to the market.” This webinar will focus on the elements of an effective disclosure organization such as disclosure working groups, policies and procedures, and training, and will provide context for elected officials and other non-financial staff as to their role in the disclosure process. Speakers will share practical insights from their experiences including lessons learned from handling topical disclosure issues.
